Buff tooltips don't show upgraded numbers after leveling

When I have a buff active that has a tooltip with numbers on it and I level up, the numbers don't change until I manually deactivate the buff, wait for the cooldown and recast it.

I know that all buffs automatically re-cast themselves whenever you change anything at level up, so I'm presuming that the tooltip is not accurately reflecting the buff's effects and that the buffs are, in fact, becoming more powerful as I do... Right? Or should I be manually recasting buffs when I level?

Specifically which talents? Some do not re-enable themselves because it would lead to greater issues (stealth, mindslayer auras).

Well, today I noticed it on Rend (Reaver talent), but I've noticed it other times as well with other buffs. Actually, I think every time I've manually recast ANY buff, and compared the numbers, they were different.
