[b38/OSX] Mouse-to-move bug

When "Use mouse to move" is disabled, the player can still wait and switch places with allies by clicking on themselves/friendlies. The former might be intended, but the latter is definitely wrong.
Sorry about all the parentheses (sometimes I like to clarify things).
