[B37] Dwarves unable to return back to home town

I've made several dwarf cursed recently and every single one has had the mountain city inside a mountain tile, making them unable to move onto and into the dwarven city. I've taken a peekaboo into eyal.lua, but I can't see the issue at a glimpse.
