[b34] Trouble with Lich quest

I fulfilled all of the explicit rubrics of the "In death, life" quest, i.e. getting to a high enough level, getting Celia's heart, getting the base, and getting it powered enough. All of the items were in green, but the quest was still active, and thus I couldn't train the Lich Ritual spell. Was there something I was missing that wasn't stated, or is something wrong with this picture?

Undead cannot become a Lich

To complete the 'From death, life' quest you have to return to your fortress and activate the Control Orb.

OK, so I unlocked the Lich slot.
When I invest a second point (first point was free) I can not see any difference in what I get.

Whats the difference between 1 and 2 (3-5) points in Lichform?
