Searing ego intentional

Is the searing (and I presume some others) intentionally, when I attack hit them, or is it supposed to be when they strike me in attack?

Believe so. I don't think that the bonuses on Searing and radiant (?) are bugs, but don't have anything to back that up. +20 damage per hit is very nice, but not game breaking by the mid game.
