After making it to the Iron Council after the Escape from Reknor, when you go to The Deep Bellow and then use the stairs to go back to the Iron Council you appear at the stairs that lead to the Escape from Reknor. If you then enter the stairs to the Escape from Reknor you then start all the way back at level 1 of the area.
