Not all bosses have 100% artifact drops. I'm pretty sure Norgos dropped a pair of icy boots when i was there.

When I came there now in this new and fresh downloaded b28 there is no boss at all here.
Where is Norgos????

EDIT: Oops. Forget what I wrote.
Found him around a tight corner. :/
