Disperse Magic does not discriminate talents

The Disperse Magic talent currently does not discriminate between sustained magical and mundane talents. I think this will fix that: http://pastebin.com/pHVqkPyL

I just found the fix, I think it was Sus that caught it and mentioned it to me so some credit goes to him. :D
