[b19] mouse cursor is slow

The new graphic for mouse cursor is nice and all, but now the cursor has much lower FPS (I think) which makes targetting a pain.
I'm not exactly sure when it got changed, but I didn't have any problems in b17 (didn't play b18)

Switch to the regular mouse cursor if you have issues, and be careful of clicking menus before they fully appear.
