Spell Disruption isn't a "dispel effect"?

I recently discovered (the hard way, of course) that Aether Permeation doesn't protect against sustain removal via Spell Disruption. Is that intentional? (Other effects that disable sustains seem to trigger callbackOnDispel, which is the mechanism by which Aether Permeation blocks dispels, so it seems like an outlier.)
