Is it AoE? As such - does it ignores evasion?

Yes, but No.

Being AoE does not stop a weapon attack from being Evaded.

Aha, so if it's weapon attack AoE it's still is weapon attack.

If Windblade's AoE coudn't be evaded it would be much more attractive option.
