Do single damage type resisit pen work on mobs with resist all?

Yes. Proof: I’ve killed stuff with 120% resist all, and I don’t think enemies have an upper cap.
I’ve heard it said that a useful summary of respen is that it describes the % of your damage that entirely ignores enemy resistances. So if you do 100 damage and have 10% respen, 10 of your damage goes through regardless of enemy resistances and then the rest is modified by resistance. Can’t confirm it, just what I’ve heard, and it seems to map to my experience of damaging high resistance stuff with only a little bit of respen on my own part.
