Ok, so I got lucky, and my level 20 Cornac Rogue managed to pin the level 31 Master against a wall, silenced, out of skills, and with no auras (!!), and I just kept stun-kicking, dagger-blocking, deadly-striking, and flurrying until he died... twice. Yay! Achievement get!
So now I'm level 22, and I go to level up... wth? Only 3 stat points, one class, no category, and one generic point? I was expecting... at least twice that, since I did level up twice. So what gives?
Not sure if this question is dumb, but I can provide a saved game for reference if someone would like to recreate the, uh, situation...
By the way, this is my first go 'round with ToME, and I must say, I'm in LOVE! All the colors of the Brutality Rainbow are in full effect!

The points you have would make sense if you had spent your points at level 21. Are you sure you didn't? You should have gained your category point at level 20. Maybe leveling twice on a single monster skips a level, but if such a bug existed, it would have been fixed a long time ago and you'd still have your category point if you did not use it.
Also, as a cornac, you can be higher level for the master. I'd be terrified to face him with a level 20 rogue. q.q

Actually... since this is the dumb questions forum, I'll post my own answer. I, uh, was actually level 21. Nevermind!!

Well I think this sub is called "Dumb Questions" for a reason . . .

Definitely doesn't happen. In the very early game (usually right in the starting dungeon), killing the area's boss usually jumps you by two levels, and I believe that even three levels at once are possible (for a Cornac, perhaps).
