How to judge is hit or miss?

Hi all

i have some confuse about the formula mentioned in

http://te4.org/wiki/Saves_and_To-Hit

is physics attack and Ranged physic attack (e.g Sword & Archer) all use Accuracy and Defense to determined if can hit or not?

what about magic attack ? (100% ? i mean if the target just stand there not move).

and what about P.power & P.save.

i checked wiki, it add 1 Strength value then can gain 1 P.power. but what's that use for?

i don't find any reference in http://te4.org/wiki/Combat_Damage

1) yes, both ranged and melee attacks use accuracy and deffence to determine hit or miss. (as far as i know)

2) spells and mind powers in generals ignore it.

3) all powers are used to calculate damage.
the power-save difference is used to determine the application and duration of 'effects'

4) i am not entirely sure what you meant there but...
1 stat adds less than 1 power by default, and the more you have the worse the ratio.
1will adds 0.7 M.power, and cunning adds 0.45 M.power
