Make ranged Adventurer possible for other races

I wanted to use the Adventurer class to create a mix between Skirmisher and Archer with emphasis on maximum speed. For that I thought about using either a Yeek or a Shalore to benefit from their racials.

And here comes the problem: AFAIK, it is impossible for any race but Skeleton, Thalore and Halfling to start the game having the Shoot talent. For getting this talent right from the beginning one would have to put a point in the first talent of one of the Archery categories, but all those talents need a minimum of 18 Dex, which is impossible to get for any race that starts with 12 or less Dex (18 - 2 Dex from chosing Adventurer - 3 stat points for the first level = 13 minimum).
I know that it is possible to buy the Shoot talent in Last Hope, but one would still have to level up a few levels (depending on race) to get the one of the first talents in one of the Archery categories, making this option not really viable. As I see it, this makes a ranged Adventurer in effect race-locked to the mentioned races.

I don't know about a viable way to remove this restriction (maybe a mod exists?), but think this restriction is odd (and doesn't exist for other ranged classes) and simply shouldn't be there in the first place.
Has anyone an idea how this could be accomplished?

The first talent in both Archery Training and Archery Prowess only requre 12 dex and grant Shoot, take one of those when you start.
