Does it take effect before or after the diminishing returns on all the stats?

100 phys power X .8 = 80 -> diminishing returns -> 35

or 100 phys power -> diminishing returns -> 40 X .8 = 32

Obviously the move is to get some +size gear that also does what you want, but before that, is this talent worth taking to 5?
