i have found it on a couple of characters, and i thought it was pretty cool, but it never fit my build. which got me thinking, what build does it fit?
assuming you want to take advantage of the lightning damage, there are 5 classes to pick from, of which none have any bow skills:
archmage - i just dont see it being very good, why would you ever actually fire the bow, when you can just spam spells. and if you arent going to fire the bow, a regular staff is just better. and if you arent gonna fire any spells, half the stats on the bow are useless.
alchemist - might work, but why not just use a staff, also im guessing the golem will get in the way a lot.
arcane blade - unfortunately none of the arcane blades sustains work with ranged weapons, so no real point to this, just a worse archmage.
wyrmic - the wyrmic lightning skills scale with mindpower and not spellpower, and you only get 3 lightning skills, not much point.
mindslayer - has some applications for the bow, but scales with mindpower, and if you really wanna to lightning damage, why not just use a staff. you could maybe make it make sense, but for what? "shoot" and "steady shot"?
I just dont get who this bow is made for. Not all uniques need to be made for anyone specific, but this looks like it was made for a class that doesnt exist. It would be amazing with arcane blade, if their skills actually worked with ranged weapons.
There are only 3 ways i see this being useful:
If the automatic lightning bolts from it are so powerful it makes it stronger than a regular staff.
I dont know what "good" bow stats are, so it might be that the attack speed and the +75 lightning damage on hit is so significant it makes it better than other bows?
Using it with temporal form.
any ideas? maybe i missed something

I tend to build theme specific builds via the adventurer class, rather than game breaking ones.
I've tried to build an character in debug mode which used this bow and other lightning artifacts. It was pretty cool!

Also there are addon classes like the Storm Warden make it quite good.

It's supposed to work really for Lightning Archmages, if they can get the needed Dexterity.

It's actually a nice bow for archers (and god would that bow be amazing for Stormwardens!).

The dex is pretty easy by the point you're likely to find the bow, and it does work quite nicely. I want to say the auto-lightning can proc hurricane, but that char was long ago and was throwing out so much lightning I honestly can't be sure what did what. It's certainly not bad, but it's extremely niche and could use some sort of tweaking.

I have that bow on my current Commando and while the automatic lightning bolt is nice the actual benefit comes from the daze. 75 extra damage won't hurt either and a new attack element cuts through bone shields nicely.
Stronk is a potent combatant with a terrifying appearance.
