Dual wielding

If you dual wield, do you actually get two attacks per round? That is, two hits on a bone shield, two applications of on-hit status effects?

Otherwise, how does dual wielding work with bump attacks?

I tried googling the wiki about dual wielding and it talks about the talents but I couldn't find an answer regarding bump attacks. Thanks in advance, sorry for the noob question.
