How does "4% proc dam/acc" work?

How does "4% proc dam/acc" work?

Every non-artifact staff has this line about "4% proc dam/acc". This can be a really big bonus if you have not-entirely-terrible accuracy, say, because you have +dex or +accuracy equipment.

I know this works for melee hit and crit procs because of the character report from the Arcane Blade using a staff with massive accuracy. The question is, does it also work with on spell hit and crit procs? (Like, say, the Anorithil Corona ability...)

Edit:
"New special effects for each point accuracy over defence" from the 1.0.5 patch notes would suggest that this is what that description refers to, so it's only for actual attacks.
Also, experience seems to suggest that monsters aren't getting hit with a 15*4% = 60% damage bonus on my Corona hits. (... unless I missed the ~35% darkness resist on the monster I'd hit...) Maybe I should find out how this training room thing works.

does it also work with on spell hit and crit procs?
Accuracy in no way applies to spells, sorry!
