Yes, adept can make your talents go above 5. "Effective talent level" just goes up by 1.5 for every talent you have (and of course multiplied by the factor of the talent tree, which for class talent trees is often 1.30).
I used it on my Shalore Shadowblade, who had lots of different spread out talents and not enough points to max them, and this gave a huge boost to everything: stealth, damage, and the +speed talents.

I was gonna say "important to note" but this is more of a neat edge case than it is truly important: All player characters can level any of their skills much higher than 5 using clever stacking of mastery bonuses. Most class trees already come with a 1.30x modifier like Klootje said, which means at a maximum of 5 raw points invested you're actually sitting at a talent level of 6.5. A single amulet giving +.3x modifier will bring you up to talent level 8. Now that's something of a rare ego to roll but not by any means unheard of, and there are certain other ways scattered around to increase some of your talent multipliers. I'm pretty sure it's not impossible to get as high as talent level 12 if you're lucky.
Adept then synergizes with this very well by just slapping 1.5 extra talent points into every skill you've got and letting that scale off your multipliers. At regular 1.3x multiplier that leaves you at effective talent level 8.45 assuming the maximum 5 point investment. With our aforementioned amulet you're sitting pretty at 10.4 having sacrificed a single equipment slot to it (which will also affect other skills in that tree).
tl;dr Adept is pretty sick and you can go much higher than 5 even without it.

You can also use a category point to improve talent mastery by 0.20, if for some reason you want to max a talent tree.
I think Adept is really good when you have a lot of minor skills. A single point in a 1.30 talent tree skill turns into 3.2 effective skill level.

through a bug from a Prodigy or the Mindstar "great Caller" i had once a Summoner with effective talent level of 17 in most Summons so you can go a lot higher then 5, those Warhounds with 1000 Strength and 100% Phys Pen who were 100% Wild Summons were great
too bad the Win didn't count somehow maybe some kinda Yeek Bug where you had to sacrifice yourself at the end and it didnt count
