where are saves and unlocks stored?

where are saves and unlocks stored?

I'm planning to wipe and reformat my computer. Are my saves going to sync when I reinstall TOME, or do I need to backup manually?

You do need to backup.
Saves, configs, unlocks, etc are store in your home directory
~/.t-engine on linux
c:\users\you\t-engine on windows (no sure of the exactness for the latter, but it is easy to find...)

Unlocks should be tied to your account, so there's nothing to backup there.
Saves are in C:\Users\username\T-Engine\4.0\tome\save .

in C:\Users\username\T-Engine\4.0 there's a keybinds.cfg file and a settings folder, maybe useful to you.

Either way, if playing through steam, though cloud sharing isn't a great option to always have turned on, it's probably okay to use it to transfer files, I'd backup just in case though.
