Hotkey Question

I am not sure if this question should go here, but here it is anyway~

When I use a talent some of my hotkeys are switched, how can I make it so this doesn't happen? example, Blink strike's hotkey is s5, when i press s5 it wants me use the target something, however if i press s5 again, nothing happens, because blink strike has been changed to s3! This doesn't happen for everything, for example shoot is 1, if i hit 1 it wants me to select a target and i can press 1 again to use shoot.

Any help would be appreciated Thanks in advance!
