I put 3 points into it but i can't see any difference on any of my equip. Do i have to craft it on my own? And yes the items are made by a master or powered by steamtech which i have checked.

You gotta equip the items again
PD: in the same manner, you can juggle 3 points into the talent, equip all your gear, remove those points, and you'll keep the bonus stats until you unequip the gear
