Lacerating Strikes

Lacerating Strikes is a sustainable talent in Cunning/Scoundrel, wiki page

Is there ever a reason to turn this off once its on? It seems like its just a free bleeding bonus damage thing. But I am wary that bleed might prevent other effects I might try to apply like stun, or there is some other drawback I don't notice?

Granted I am new to the game, and the talent probably isn't very useful for a rogue that needs to kill in as few turns as possible, I just thought I would ask so I can just leave it on without worrying

The only reason I can think of to turn it off (and it's a stretch) is that enemies that use Block will be more likely to counterstrike you due to it triggering on the bleed damage.

It actually used to be a passive. Can't remember why it was changed to a sustain, though.
