Does the Minotaur drop Garkul's Helmet anymore?

Since I've been playing 1.3.1 I haven't seen that helmet anymore, and I've killed that Minotaur some 20 times at least. Has something changed, am I unlucky or is this a bug?

I don't get it from the Minotaur any more than any other boss as far as I can tell, but I still find that helm in probably 75% or more of my playthroughs all told. Seems to be one of the most common artifact drops, for me at least

The minotaur has a 25% chance to drop it, so as long as you get regular (not alt) maze you should see it 25% of the time.
