Scroll Mode

If you press Caps Lock it toggles scroll mode and tells you that with giant text on the screen.

As someone who uses mouse movement and like to look around, is there a way to make the text not so intrusive?

Also, I use Caps Lock as my Push-to-Talk in TeamSpeak which causes inconveniences when talking and playing at the same time. Is there a way to rebind toggle scroll mode to a different key? I've tried looking but haven't found anything.
