Does Finer Energy Manipulation Unlock Telekinitic Slot?

See title. I just unlocked Adventurer and want to use the TK slot, because hey, more randarts to equip, but I also want access to Reshape Weapon/Armour to make my gear even better. And of course I'm trying to save on cat points, so if I can get both with one, that'd be great.
I'm not crying. I'm offering a sacrifice to DarkGod in hopes he'll show favor to me.

It hasn't worked yet.

It should. Pretty much any Mindslayer tree gives it.
