No Zigur Betray - Why?

I read the Zigur signpost on a character some time ago (I no longer get the unlock dialogue when I read it with new ones). However, when I encounter arcane escorts, I have no option to betray them either before or after finishing their quests. Am I doing something incorrectly?

Characters having spells and/or runes don't have access to Zigur betrayal.
A bus station is a place where buses stop.
A train station is a place where trains stop.
On my table, there is a workstation ...

I don't think I have any spells or runes. Does my starting off as a Shalore elf have something to do with it?

The shalore racials are spells.
Addons: Arcane Blade Tweaks, Fallen Race, Monk Class, Weapons Pack
Currently working on Elementals. It's a big project, so any help would be appreciated. :)
