Why do I sometimes start a zone on final (boss) level?

Why do I sometimes start a zone on final (boss) level?

It seems to be completely random to me, but everytime I visit specific zones, I seem to start in the latest (final, boss) level and I have climb my way up to the easier levels and exit. Is there some rule for that? Where is the rationale for this?

Example zones where this was encountered: Rhaloren Camp, Ruins of kor'pul, and many more (Tier-1) dungeons.

There are several tier 1 dungeons and sometimes it gets boring to run through the early levels so the game helps you by putting you on the last level of these zones.
Iirc, your third and onward zones get this treatment, and it only applies the tier 1 zones.
Stronk is a potent combatant with a terrifying appearance.

Fourth and onward do this, after defeating 3 tier 1 bosses. Of course, you can turn it off IIRC. (Or was that an addon feature?) And you can always finish the third floor and boss, then go out the dungeon backwards for more EXP and Loot (often recommended, especially for Rhaloren camp, and Kor'Pul, both of which can generate good vaults. Trollmire can pop vaults too, but typically with low quality loot. (Scintillating can't, neither can gloom.)
