Looking at some people who have beaten the game, I see that generic talent weapon mastery is /10 , but mine is only /5. Why is this so?

Weapon mastery (and some other, similar talents) had a maximum of 10 before b41. It was scaled to 5 in order to give fighters more points to invest in other talents.

A couple versions ago the points were halved - but the overall effect was kept the same. So now instead of level 10 giving you 50 more physical power, level 5 gives you 50 more physical power.
Addons: Arcane Blade Tweaks, Fallen Race, Monk Class, Weapons Pack
Currently working on Elementals. It's a big project, so any help would be appreciated. :)

Weapons mastery used to go up to ten, but that was changed relatively recently.

Another question: I have the quest brotherhood of alchemists, but since i have received many quests from different alchemists, only two alchemists and their ingredients are shown. Is there a way to scroll down the text in the quest?

Yes, I use my mousewheel after (carefully) going to the righthand pane. If you are playing with only the keyboard, it may be a problem.

Doesn't work for me either. Strange seeing it worked in earlier betas.

Also doesn't work for me. Already reported it in the Bugs forum, AFAIK not fixed yet.

Accuracy
Determines your chance to hit your target as well as knock your target off-balance when measured against the target's Defense.
When you use Accuracy to inflict temporary physical effects on an enemy, every point your opponent's relevant saving throw exceeds your accuracy will reduce the duration of the effect by 5%.
Physical power
Measures your ability to deal physical damage in combat.
When you use Physical Power to inflict temporary physical effects on an enemy, every point your opponent's relevant saving throw exceeds your physical power will reduce the duration of the effect by 5%.
Which effects are inflicted by Accuracy? Which are inflicted by Physical Power? Is there a way to distinguish them in game? Some examples: lightning daze or slime slow?
When you hit a foe in melee
* Accuracy determines your chance to hit vs the defense. You can check it by looking at the ingame char tooltips
* If you succesfully hit, a damage is applied and its amount is determined by physical power and your stats
* If the weapon inflicts a damage on hit (fire, light, etc) the corresponding damage is direcly applied
* if there is an effect that can be resisted (stun, blind, etc), the probaility to succesfully apply the effect is determined by a check of physical power vs the corresponding save (physical, mental, etc)

Accurracy is very important and should be raised in the early game. When you hit your foes most of the time, you should focus on physical power to increase damage and probability to apply an effect.
How does one evaluate tradeoffs between more damage versus more physical power? For example, how do I decide if my Arcane Blade should invest his next class talent point into Arcane Destruction (increasing physical power) or Fiery Hands (increasing damage)? Should I wield a sword with a lower base damage but a bonus to Strength/physical power or a higher base damage but no bonus to physical power? Or, more difficult yet, should I wield a sword with a magical bonus to damage on hit but keep a weapon with a magical bonus to physical power for when my Strength is higher?
I have read the wiki pages on the damage formula and the character sheet I am not going to pick up a calculator every time I find new loot or level up. I understand the character sheet lets you compare for two different sets of equipment/talents. Does one always need to apply/equip the change and check the character sheet, every time one is unsure?

Smart question: For the 1.0 release, can we get all the potential changes to the character sheet summarized on the level up screen? That would be a huge UI improvement.
All these informations are in the character screen, available with the 'C' key. You have your weapon damage and you can add extra
damage that it deals to do comparisons.

Can someone explain why exactly I sometimes do two ranged attacks/spells with one use of shooting/casting the spell?

Most likely because of a piece of equipment that can trigger a talent when you use a spell. Maybe?

Are you actually casting twice or just hitting twice? In the latter case, it's a known bug or somethin' with movement. In the former... dunno. Class, race, kit? Need more details, heh.

My character is a Dwarf Corrupter and I don't have anything on my gear that would have stuff trigger on cast. It's just hitting twice, so I guess it would be the bug. I remember having this happen on an earlier Temporal Warden too. It's a shame that it's actually a bug, I just thought it was because my character had some stat or ability or something

It actually would make an interesting passive or sustain, though.

EDIT: What would it take to fix this problem? I just read the bug thread and I'm not quite sure how the game is updated.

Right now the two approaches are (1) wait for next beta, and (2) create a bugfix addon.

The double-hitting projectile bug would be pretty easy to fix, and is probably responsible for a fair number of unfair player character deaths (I know it got one of my char's). The addon should to superload "on_move" in "engine/Projectile.lua", and would need to include this change:
