Just started a new run on a fresh install of Tome4 v1.74 with only the official expansions and your Beholder fork v1.7.14 + zizzo's Ignore Race/Class Locks v1e.1 active.
[Edit: another testrun without any of the official expansions but + Nekarcos's Quality of Life 07: Visible Size Categories. Didn't make a difference]

Neither Absorb Magic nor Cloak of Deception show up for me. Are there any dependencies or recommended settings I might have forgotten?

Hmmm. You have 'Game Options > Gameplay > Auto-assign talent points at birth' disabled which is causing this problem. I was able to replicate the problem.
Temp fix is to re-enable 'Auto-assign talent points at birth', but I'll also try to figure out how I might be able to fix this.

Update: Fixed in v1.7.15.

In case this mod is still worked on, got a bug after unlocking the Tentacle tree and trying to focus it on the mouse, or open the [m] menu
