no 'Addon Developer' option in cheat menu?

I'm trying to follow the wiki instructions https://te4.org/wiki/Addon_Uploading to upload my Mountain Troll addon, but after making sure I'm logged in during the game, enabling Developer Mode, and activating the 'ToME Addon's Development Tools' to status auto: Active, I don't see

Enter debug menu (ctrl+a if you didn't re-bind it), and choose the Addon Developer menu.

in the cheat menu:

a) Change Zone
b) Change Level
c) Reveal all map
d) Godmode
e) Create all artifacts
f) Grant/Alter Quests
g) Summon Creature
h) Create Item
i) Alter Faction
j) Give Sher'tul fortress energy
k) Create Trap
l) Remove all creatures
m) Semi-Godmode
n) Give all ingredients
o) Weakdamage
p) Test Dummy

Am I doing something wrong here?

Do you have tome-addon-dev.teaa in your game/addons folder?
