Okay that is very weird, created new character and didn't have this problem anymore. Until I equipped Sludgenest that gave me extra 4 cunning. It seems that at some cunning values the calculations at rest go wrong. Also I'm pretty sure it's related to Dark Thoughts and not Hinder. Some examples: works at 43/44/45/46 cun but not on 48/49/50/51. Also, the level of Dark Thoughts doesn't seem to matter.
And it seems to be related to item bonuses only, as increasing cun with points to these values doesn't break rest. Current value being 21 higher or more than base value breaks it at level 15 from my tests.
Edit: Might be related to constamina addon, as always when resting is finished my stamina is for example 264/274 or something like that, and it keeps reseting forever when con gets increased.
