A gambler addon!

Specifically, one that does the following:

Whenever you use a spell (or any ability, really), it automatically completely respecs all talent points and then randomly adds them back.

So every cast of an ability randomizes your build!

That sounds like a very... intensive sort of thing. Every time you use it, say, at level 50, that's a lot of things the game has to recalculate.

And as the devil's advocate, one talent isn't an entire class. So unless you wanted to add a "random respec" ability (or passive?) to every class, or I suppose just a custom race, then I don't know what you'd do for the rest of the class.

I apologize for nitpicking further, but "Addon Idea" isn't a very original or informative title either.
I had absolutely no idea what we'd be talking about here.

This would also make the hotbar a nightmare to handle.
