Here's a different approach you could try - if you take:

Ooze 5/1/1
Storm Drake 5
Harmony 1/5/1/1 (love Elemental Harmony with Rocket Boots in this build)

You've qualified for Windtouched Speed, which is a 20% permanent global speed boost but, more importantly, lowers all your cooldowns by 10% (rounding cooldown time down). With Action at a Distance 1/4, Solidify Air is at duration 8 with on a cooldown of 13 and Awesome Toss on a cooldown of 10 with duration 3. This lets you loop Awesome Toss -> Solidify Air -> Awesome Toss perfectly the first time and with very low exposure time thereafter (especially if you use Call of the Ooze or Fatal Attractor to taunt enemies away from you).

It does, of course, depend somewhat on your surroundings whether or not you can block all enemies with Solidify Air, but it should probably free up a lot of design space given that absolutely maximizing speed is no longer as overwhelmingly important - you could potentially drop Rampage, for example, in favor of Flux 1/1/1/1 which is a huge durability boost and gives you interesting instant-speed induced Anomalies (Flawed Design, Clone, Haste, Slow...).
Wow, that's really cool. I haven't tried, but you can invest into a Harmony to be qualified for Windtouched Speed then taking points out, right? Harmony 1/5/1/1 seems an overkill.

I don’t know if you can refund it, but I think it’s probably worth it as is. Lightning Speed doesn’t cool down as fast as Awesome Shot, but Rocket Boots have a fairly low cooldown (lower with Windtouched) and they create a nice fire trail for you to step on and nab that global speed bonus for taking fire damage.

I mean, you’re taking temporal pretty much just for a speed boost, Harmony is a speed boost under certain circumstances that you can make happen, go for it!

E: also, a non-obvious way to die in this build is that if you have a chance to cast a spell on your ammo or guns (e.g. 10% chance to cast Epidemic on hit) then when that procs it will cancel Lightning Speed because it counts as you having done something besides moving. So don’t use those.

I've not experimented with this idea yet, but has anyone tried this with Technique / Battle Tactics/ Step Up? I have been using on a dual shield/demon seed/proc build and it's amazing for many uses outside of synergy with Awesome Toss.

I could see it leading to 100% up time of +1000% speed from the first kill until everything is dead. It will also allow for flexibility during Awesome Toss by allowing a non-movement and then getting back to +1000% speed after the next kill.

I'm thinking:
Shalore race (Awesome Toss => Timeless => Lightning Speed => Step Up handles speed during and after Lightning Speed times out)
tinkering escort unlocks
Technique / Battle Tactics
Steamtech / Gunner training
Steamtech / Bullets mastery
Steamtech / Elusiveness
Technique / Munitions
Steamtech / Thoughts of iron
Wild-gift / Storm drake aspect (or Cursed / Rampage)
Psionic / Finer energy manipulations

Might have a fatal case of glass cannon syndrome, but I'm going to give it a shot this weekend and report.
