It really just needs a hard cap (probably around 20 to 30 stacks or so) and we're good to go!

Actually you can see my char by the link. Just brawler with flexible combat prodigy and anti-attack/anti-throw active. Also using double strike, flurry of fist, and disruption kick often. And once you have a high buff, you can maintain it by always active a movement infusion strongly scaled by any stat (thus moving does not deactive the buff).

Yes it is basically OP to a bugged extent. People have destroyed madness without even trying by leveraging the super high bonuses. A number of things are OP of course, various adventurer builds, using double Mercy. But 3-4k from catcher is beyond even those.
