Addons disable tooltips for resource bars
I just installed an empty addon (just an init.lua file with data, hooks, overload, and superload disabled) and the tooltips for mana, stamina pools, etc. stopped working.

This is also an issue with no modules added.
The tooltips for resource bars sometimes work, and sometimes don't.
I've not been able to pinpoint what causes this, but it seems like it might be related to what the tooltip would be for the grid below the resource bar.
There's multiple tooltips that could be associated with any one mouse position.
It feels like if the resource bars were made to be always on top of everything except chats and other tool tips, it might help.
