weirdling beast - nightmare
I really struggle against this guy with a lot of my characters. He can be already annoying on normal at times, when I play a weak char. Yet on nightmare he is a real pain in the ass. When do you usually approach him and do you have any general tips how to beat him?

All depends on your class. On all levels, I do zones in same order: Tier one, then OF, then Nur, then Wierdling.
I've never had any problems with him, and I've played most classes.
Big tip: he turns off your sustains, so turn them off yourself before you start, wait for him to use this talent, and then put them all on
Second big tip: hit him as hard as possible as fast as possible (this tip is for almost all npcs on all difficulties. why? because the AI will take evasive, action if it loses lots of hps).

I usually do all the level2 dungeons before fighting him. Is that a mistake because he ends up on a higher level?
I really struggle with Oger/Reaver (is he immune to diseases?) and arcane blades.

Is hard to advise generically.
Best to post a char and ask for advice. What you always need is 4 or so talents that do massive dmg, ways to remove negative effects, and ways to heal.
I always concentrate on plus life gear in the first 30 or so levels. Perhaps you do not have enough life you attack him. If be wanting 600 or more at this stage.

The weirdling beast has strong heals on top of his bone shield. So you need to break away the bone shield, and then deliver a massive burst to kill him before he can heal himself, as jenx said.
I also look for ways to disable him before going for the kill. For example, rod of annullment.
Not sure about disease resistance.. iirc it has high blight resistance but i could be wrong.

I'm pretty sure that he has disease resistence.
Thankfully, Epidemic ignores disease resistence (be warned that he can resist it with saves, so be sure you increase your spell power).

nightmare is still a pain in the ass for me. At least I was able to beat him with a reaver, so there is hope. Sadly I got destroyed in the Dark crypt.

For Weirdling Beast, sometimes he's easy, sometimes hard.
The important thing is not to over-invest in the fight. If things don't look like a clear win, run away. Do another stage (Daikara I usually hit afterwards, but the first few floors of the Master's tower works too as does the Storms of Derth). It eats sustains, so certain classes have it tougher, but in any case, once seen, it is at a locked level. 3-4 levels or another tier of gear can make the fight go from pitched battle to easy cakewalk.
Hit it hard, stay near the stairs, and escape if you can't clearly overcome its healing and shielding.
