I found a book which triggered this quest and it tells me to take it to the jeweler in Gates of Morning. I've searched every shop and talked to every NPC (that I can think of) but I can't seem to find the guy - does anybody know where he's supposed to be?
Edit: Never mind, I found the guy; he was near the bottom of the map (a place I never thought to look for some reason).
