can anyone describe what this shield stat does?

When you use the Block talent, any blockable damage will be reduced by the shield's block value. Blockable damage is physical plus whatever types the shield provides resists for.

& the talent level? I don't get what that does. Nothing as far as I can see but I may be missing something obvious.

I believe the talent level reduces the cooldown on Block.
