Rune/Infusion question

If I have an ego rune/infusion, let's say a duelist's phase door rune that says the effects scale with the Dexterity stat, is it set once I apply it or do the effects keep scaling? So I have a low dexterity now but I will be raising it, should I wait to apply the rune for maximum effect or will it keep growing while I level after it's applied?

Could we maybe indicate which runes are scaling with stats in the tooltip after they are applied? Is that even possible with the current setup? it's helpful to know when deciding what to overwrite.
