I don't know if this is a bug or needs more clarification. When I make a Rogue I always put 2 points into Dual Weapon Training right off the bat, but I rarely hit an enemy with both weapons until like level 3. Does Dual Weapon Training affect what percent chance you have to hit with both weapons? It seems I have to be higher than level 1 for it to hit.
Also an off-topic question:
How many levels does it take to get one talent-category point? It says you get a point every few levels, but I don't think I've ever had a point to spend. My highest level guy was level 12.

dual weapon training increases the damage output of the second weapon (at lvl 0 it is 50%)
you get 1 talent category point every 10 levels (or more accurately at lvls 10, 20, and 30).

Remember that you need a special talent to hit with both weapons. Regular hits (bumping into monsters) will only use one weapon.
