Hello,
I am on Level 7 of Old Forest and can not find a way to go deeper
If I am on the bottom level should I not be battling a Boss of some sort? If so I can not seem to find him
The lore pages suggest there is something beyond this but I sure as heck can not find it

There is no level 8.
Perhaps the boss was generated in an inaccessible room? Try phase dooring or mapping(with vision) 'suspect' areas where you think there might be something...

Which version are you playing? There was a bug in beta 13 (I think) that would sometimes cause bosses to be overwritten by another monster during vault generation. This was supposed to have been fixed.
(But if you've got relevant Lore then you must be in 14 or 15 or 15b, so I don't know....)

It is terrible to be old (69 1/2) and playing early in the day - we often do not see things that should be evident
According to the quest log I did kill the boss and completed the quest. Why I did not notice that momentous event is beyond me.
This is the farthest I have ever gone in TOME 4. I just have to decide where my Bezerker should go next

It may relate to the lighting. I particularly noticed last time I killed wrathroot that the old forest lighting made him look rather like all the other fighting trees.

yeah don't kick yourself too hard. Same thing happened to me the first time i took on old man willow.
as for next dungeon, not sure what you have explored so far, have you done the maze?
