Effective talent levels

Is there any place I can determine what scales based on talent level and what scales based on effective talent level? Specifically, I'm thinking of investing a category point or two into Cursed/Gloom, but I don't know how well it scales.

If you put your point into the category point you can take it back out again with a right-click. So put it in, have a look at how the numbers change, pull it out and see if you think it's worth it.

The vast majority of numbers scale with effective, not raw.
