Where is the Shoot Trainer?

I keep reading posts saying there is a trainer in Last Hope that will for a small fee allow you to learn Shoot, and thus equip and use bows and slings. Yet I've gone there many times, searched for literally hours, and cannot find him. Was this removed in the latest version? Is there some condition to get him to show up? What am I doing wrong here?

Any advice is appreciated, this is driving me crazy.

It's the sword shop. When you enter you get a dialogue box that lets you get training instead of looking at the shop's wares.

Thanks. I could swear I checked in every shop but must have missed that one. Why on earth does the *sword* merchant teach shoot instead of the ranged weapons merchant, if it is going to be a merchant that does it?

The sword merchant also trains Combat Training to classes that don't have it, I believe that shoot was added to that store because it was better than having two separate trainers.
