I've seen the tome only once since the quest was available... I think it should be guaranteed, not randomly generated. After all, the quest is hard enough to allow immediate choice of taking it or not...

I could live with it not being guaranteed, personally. There's only one ring in the game that can even remotely stack up to what limmir makes, and that's Glory of the Prides. You can't match 14/15 to all stats or 28% resist all anywhere else in the game. Having sure access, or at least an attempt at access, to that kind of power, would probably mean the rings get toned down a bit, and that would be .
