Another speed problem - grace of the eternal discrepancy

With Dex bonus Grace show 31% speed increase on the right pane. But while actually running it it shows 23% on the left pane - "Speed"
Which one is correct?

The one that shows up as speed I believe is correct. (The buff in other words, not the talent description).
