Rod of Annnulment - does it actually work?
It should theoretically put enemy runes/infusions on cooldown, but I never seen it actually affect enemy in any way. They still seems use their infusions/runes - I see "saturation" status appears from time to time.

The range is limited beware, and it can put any talents on CD.
