The requirements for the Arcane Dynamo are 7 first-tier ingredients (lumps of iron). Unless you've already bought a tinker category as an archmage (and why would you if you're planning a technomancer anyway?), you won't start collecting tinker ingredients until you've taken the evolution at level 25. By that point, you will have cleared all the tier 1 dungeons, and there will be no iron items left to melt down.
There are two workarounds: leave one tier 1 dungeon untouched, or go around buying iron gear from shops. But this doesn't seem like the kind of issue that should need workarounds in the first place. I suggest raising the requirement for Arcane Dynamo to steel or dwarven steel, since that's what you'll start collecting at that time, or just removing it altogether.

The tier of ingredient will affect the Talent Level of Arcane Dynamo, which is, how much steam generated from every 10 mana spent.
For example, dwarven steel Arcane Dynamo get 3 steam from every 10 mana spent, while Voratun one will get 5 steam from every 10 mana spent.
If you can't complete any recipe, the tinker creation dialog will only show the recipe of lowest tier, maybe because it think it's better to show the most simple one to made. However, you do can complete it with better ingredient.
The real problem here might be getting luminous horror dust.
In main campaign, the occurance of a luminous horror may not be guranteed.
If Nur Lake got flooded, and no horror got spawned in Dreadfell vaults, you may not get it for a long time.
You still can get it by failed dungeon entrance trying or fighting ambush, but some newer player may not know that.
