More Visible Counterstrike

Counterstrike is a good tactic for shield users, but currently there's no visual particle of this effect and one needs to see the tooltip or even right click to confirm that the enemy has such effect, which is annoying. So I suggest adding a visual particle of this effect.

I have personally written an addon https://te4.org/games/addons/tome/visibleCS for this, borrowing the target_cursor icon. I still hope that this can be implemented in the core game and may have a unique particle.
